The Ninth Party Congress noted important developments over the previous years, including the installation and subsequent dismissal of CPIM-led governments in West Bengal and Kerala, the split in the Congress party and Indira Gandhi’s massive electoral victory, and the liberation of Bangladesh.
Noting the semi-fascist terror directed mainly against the CPI(M) in West Bengal, as well as the violent repression and rigging of elections, the Party Congress warned about the increasing danger of centralization of power and the threat to democracy.
The Party Congress noted the increasing trend of separatist movements and clinched the nationality question by declaring that the right to self-determination does not include the right to secession in the present circumstances.
A 30-member Central Committee with a nine-member Polit Bureau was elected. Comrade P. Sundarayya was re-elected as the General Secretary.
